Hand Pretection Rule

In the report by Mark Avard on the MCNEWS SuperMoto forum he mentions a new Hand Protection Rule that apparently caused some problems during the AUSvUSA supermoto meets.
Anyone know what this is about?

Downloaded everything I could find regulation wise through M.A. yesterday Dicky but are at a loss to find any regs regarding it, Will find out though!

I believe that you can't have bark buster type hand guards in Motocross, maybe they have carried it through to supermoto
